At HTA Insurance, advocacy is part of who we are. Our President and CEO, Tracy Keesey, joined NAIFA in 2006 because she believes protecting clients goes beyond insurance coverage — it also means supporting legislation and public policy that protects the financial security of our clients, community, and Main Street Americans.
NAIFA is a leading advocacy association for insurance and financial professionals, giving advisors a meaningful voice with lawmakers on issues that impact families, retirees, and businesses nationwide.
Over the years, Tracy has served in several leadership roles, including Local President of the Chester/Montgomery/Berks Chapter and NAIFA-PA State President in 2023.
HTA team members travel to Harrisburg, PA and Washington, D.C. at least twice each year to meet with legislators, share real client experiences, and advocate for issues that matter to the people and businesses we serve.

Financial literacy education
HTA supported efforts to make personal finance education a high school graduation requirement in Pennsylvania. Pennsylvania now requires schools to implement a mandatory personal finance course beginning with the 2026–2027 school year.
Protecting access to Medicare guidance
HTA has advocated for policies that allow licensed agents to continue helping clients understand important Medicare choices, including Medicare Prescription Drug Plans. We believe consumers deserve access to knowledgeable, ethical guidance when navigating complex federal health coverage decisions.
Long-term care education and awareness
HTA also supports efforts to provide individuals and families with meaningful long-term care planning education before they are in crisis or already in need of care.
